I put a couple of floats and needle valve in it, polished the seat, and still couldn't get the thing to stop draining gas. Now I have the same problem with the new carb.

Rather, it is a bad connection (referred to as an 'open' in the switch.) Since it works sometimes, and does not work at other times, it is obviously a bad switch. Replace it.
